Fire departments issue two types of permits. An annual renewable permit issued for higher than normal fire hazards or hazardous materials operations and a one-time installation permit for fire detection and protection systems.  Before either type of permit is issued, a thorough inspection or plan review is conducted to help ensure safe operation or installation.  A mid-year inspection is also conducted for businesses with an annual permit requirement.
 
The permitting process helps ensure quantities of hazardous and/or flammable substances and production processes are kept safe and manageable.  The permitting process also helps equalize the cost of fire prevention and fire protection activities between those businesses with light or no hazards and those with a higher degree of hazards.
 
The annual permit process has several benefits for both the business owner and adjacent property owners.  Permitted businesses have a pre-incident plan developed by the fire department that will aid in rapid mitigation of a fire or hazardous materials spill.  This pre-incident planning of permitted businesses helps to reduce fire insurance costs in the City by obtaining a higher score when rated by the Insurance Services Organization (ISO).  ISO is an organization that determines a city’s fire safety and fire extinguishment capabilities.
 
The other major benefit in this process is to the firefighters themselves.  Knowledge of a building’s floor plan and contents gives firefighters an understanding and awareness of the existing hazards they may face in an emergency.

Fee Schedules
·        Fees must accompany all applications.  Fees for plans reviews are calculated based on the value of the contract, with a minimum charge of $160.46.  Application Review Fee Schedule-1

General Information
·        Plans Review are conducted before a construction permit is issued for the one-time installation of fire detection and protection systems.  This inspection and plan review helps to ensure the safe operation and installation of the system.
·        Submit three sets of plans with supporting documentation along with the required fees to the Boulder City Fire Department.  Normally, plans reviews for fire suppression and alarm systems may take up to 14 days to complete.  When the review is completed, the applicant will be notified. If approved, the plans will be stamped, with or without notations, and a Permit to begin work will be attached.  If the plans are not approved, the applicant will be notified and revised plans will need to be re-submitted.  Depending on the reviewer’s notations, additional fees may be imposed.
 
Submittal Package Requirements – Fire Alarm & Sprinkler Systems  
·     Applicants are responsible for ensuring applications are complete and meet the requirements of the adopted codes, ordinances and regulations.  Boulder City Fire Department follows the 2006 International Fire Code with  Southern Nevada Amendments, which includes the adopted City of Boulder City amendments (Southern NV Amendments COBC Amendments) in addition to all applicable NFPA Standards and State Fire Marshal Regulations.   Incomplete plans will be rejected.  Plans should be legible and easily read.  The submittal package should include the following, where applicable:
§         Completed Application Form
§         Plans, including floor plan with location of devices and panel, with wet signature (3 copies)
§         Materials – product data, index sheet listing products used by make & model number, manufacturer data sheets, listing information for all equipment, devices, materials, wire and cable (2 copies)
§         Legend/Bill of Material or device count –  Symbol Legend
§         Flow test paperwork
§         Hydraulic calculations – shown on plans or provide 3 copies
§         NICET Level & Name
§         Piping Plan – Pipe Size
§         Site Plan
§         Hazard Classification
§         Construction Type
§         Sprinkler Head / Riser / Valve Configuration and Information

·        Building Life Safety Permits

General Information
·        An annual renewable permit is issued for businesses who engage in work that are expected to have a higher than normal fire hazards or hazardous materials operations.  A thorough inspection is conducted annually to help ensure safe operation.  A mid-year inspection is also conducted for businesses with an annual permit requirement.
·        Businesses required to be permitted annually will be physically inspected, a list of deficiencies to be corrected will be addressed with the business owner and, once corrected and the $77 annual fee paid, a permit to operate will be issued.  The business will also be re-inspected every six months to ensure compliance with all applicable regulations.  These businesses or activities require a permit to operate annually – Required Permits List.  In some cases, the permit is required only when materials quantities exceed a threshold amount.

          New Business Applicants –
·        All new business applicants within the City must submit their application packet to the Business License Office prior to contacting the Fire Department for a New Business Life Safety Inspection.  The business must be set up and ready for business prior to the inspection.
 
·        The inspection will focus on the following compliance areas:  Commercial Fire Inspection Checklist
         
 
Building Life Safety Systems –
·        All businesses within the City will be inspected annually for compliance with established life safety guidelines.  Commercial buildings and businesses that have Building Life Safety Systems (Fire Alarm and/or Sprinkler systems) installed are required to have these systems monitored and maintained by certified/licensed individuals or contractors.
 
·        Under the Nevada State Fire Marshall Regulations, NAC 477, the State defers inspection frequencies to the standards set forth by NFPA.  All of the below-listed inspections are to be performed by a Nevada State contractor/person who is licensed/certified for the specific work scope and is recognized by the Nevada State Fire Marshal.  After each inspection a State Fire Marshal tag shall be placed in a conspicuous location which is dated and signed by the inspector with her certification registration number.  The following is a summation of those requirements:
 
·        Fire Alarm Systems – fire alarm systems and their components are to be inspected annually.  This includes smoke and heat detection devices and manual pull stations.  Water flow devices and tamper supervision devices are required to be inspected/tested semi-annually.
 
·        Fixed Hood Suppression Systems – hood suppression systems and interconnections are to be inspected/tested semi-annually.
 
·        Portable Fire Extinguishers – Hydrostatic testing shall be conducted per extinguisher type and NFPA 10 Table 8.3.1.  Fire extinguishers that are typically used (ABC) in most buildings are required to be inspected/serviced annually.  This inspection includes internal inspection and recharging.  Visual inspections are required monthly.  This inspection is to confirm placement, location and status of the fire extinguisher.  This inspection can be performed by the building/business owner.
 
·        Fire Sprinkler Systems – Water-based fire protection systems shall be inspected quarterly.  Art least one of the quarterly inspections shall be deemed an annual inspection.
