4:30 p.m. Update: Crews have determined there is a phase imbalance on a circuit that powers the areas around downtown Boulder City, including near Avenue G, Avenue L, Avenue M, Arizona Street, Utah Street and Wyoming Street. Estimated time fully restore: 6:25 p.m.
